Section 73 application to vary condition 3 and 4 of application 19/01055/FUL (to increase the number of staff to 5 (consisting of 3 carers working 24/7 and 2 office staff 08:00-18:00 only) Condition Number(s): Condition 3 and Condition 4 Conditions(s) Removal: The premises require full Ofsted registration in order to be able to operate and take-in children. However it has emerged that the restrictions imposed by planning conditions 3 and 4 in terms of staffing numbers are currently an impediment to securing Ofsted registration. Condition 3: No more than 3 children aged from 9-19 years old and 5 members of staff (consisting of 3 carers and 2 office staff) shall occupy the care home facility on a day-to-day basis, excluding shift change overs. Condition 4: A maximum of 3 carers shall work at the premises at any one time rotating on a shift pattern involving change on a twenty-four-hour basis, with a maximum of 2 office staff (including the manager/supervisor) present between the hours of 08:00 and 18:00 only, on a daily basis.
