EIA Scoping Opinion request under regulation 15 of the Town and Country Planning (Environmental Impact Assessment) Regulations 2017 for the redevelopment of a site known as Puddle Dock. The proposal involves highways works which will divide the development in three Zones (A, B and C Zones). The Zones comprise a mix of office and retail floorspace (Use Class E) up to approximately 114,160 sqm GEA and culture offer, distributed across eight blocks/buildings. The development would replace existing accommodation for the City of London School for Boys and associated rooftop MUGA and provide new public realm and roof garden/terraces.

Horizontal extension at 8th and 9th floor level; extensions at upper levels to create four new storeys plus plant enclosure to create Class E floorspace; alterations and refurbishment to existing windows and facades; structural alterations and repositioning of cores; creation of new and refurbished entrances on Gresham Street and at the junction of Aldermanbury and Love Lane; creation of inset balconies and roof terraces at levels 8, 10 and 12; , removal and replacement of new plant and installation of PV; public realm improvements for new hard and soft landscaping and the provision of retail frontages and retail units to Aldermanbury; provision of cycle storage and other works incidental to the development. RECONSULTATION following new plans and documentation received on 12.05.2023 for the reduction in massing of the proposed scheme.

Variation of condition 2 (approved drawings) of planning permission 2020/3583/P granted 30/07/2021 for the demolition of 247 Tottenham Court Road, 3 Bayley Street, 1 Morwell Street, 2-3 Morwell Street and 4 Morwell Street and the erection of a mixed use office led development comprising ground plus five storey building for office (Class B1) use, flexible uses at ground and basement (Class A1/A2/A3/B1/D1/D2), residential (Class C3) use, basement excavation, provision of roof terraces, roof level plant equipment and enclosures, cycle parking, public realm and other associated works. PROPOSED AMENDMENTS include alterations to plant and plant enclosures, changes to cores and lift overruns for fire safety, increase in area of green roof and PV panels, and new escape gate, all at roof level.

Partial demolition of the existing building and the redevelopment of the site compromising the retention and extension of the existing structure to provide a 14-storey building (+79.620m AOD) comprising offices (Class E(g)) at upper floors; provision of commercial, business and services uses (Class E) and a restaurant (Class E (b)), along with the loss of a Public House (Class Sui Generis) at ground floor and retention of the existing gym and swimming pool at basement level (Class E(d)); provision of associated roof terraces and external balconies to office floors; Provision of long stay cycling facilities at basement level, public realm improvements including the creation of a new step-free connection between Appold Street and Exchange Square; provision of external seating areas; provision of short stay cycle parking within Sun Street Passage; servicing and plant; and other works associated with the development.

Notification of demolition of existing Spire located at the roof level and replace with a flat roof under Schedule 2, Part 11, Class B of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).

Redevelopment of site to provide a 8,292m2 multi-purpose community sports centre and swimming pool, 902m2 retail/commercial/restaurant/bar floorspace (use classes A1, A2, A3 and A4), 329 residential units and underground parking for 56 cars contained within a 43 storey tower measuring 144.3m in height and a part seven, part eight storey block with roof terraces and courtyard.
