Screening Opinion (Regulation 6) for the proposed development of a ground mount installation of Photovoltaic modules on land adjoining Copse Lane, Ilton, South Somerset TA19 9HA, on behalf of Solar South West UK Ltd.

SCC/3865/2021 The application seeks to construct a stone / tarmac access road. Road to be 3.5m wide and approximately 220m long and will include up to 3 passing bays along the route, at which point the track will be 5.5m wide. Double leaf security gates will be located at the southern end of the access road. These will be 6m wide and 2.13m high. There will also be a 2.13m high chain link security fence leading from the hedgerow at the junction with Temple Lane to either side of the gates and along the east side of the access road going north to the WRC boundary Additional works associated with the scheme will be constructed under Wessex Water's permitted development rights and are detailed in the Environment and Planning Statement included with this application.

Application to discharge a S106 Agreement dated 6th July 1992 between South Somerset District Council and Gordon Carbin, Joan Carbin and Colin Gordon Carbin in relation to (i) the demotion of agricultural buildings, (ii) implementation of a landscaping scheme, (iii) the tying of the approved farmhouse to land and imposition of an agricultural occupancy tie, and (iv) removal of permitted development rights (application 912849).

This application is to renew planning permission for an existing single storey modular building used as a production kitchen. The development was granted permission in May 2015 under reference 15/02486/R3C, and was completed soon after. The permission was limited to 31/07/2020 and has now lapsed. The current building fulfils SCC's statuary requirements to provide school meals, such provision is still required and will be required for the foreseeable future, as such the applicant requires full planning permission without time limits.

Application to vary S106 Agreement dated 30th October 2014 attached to approval 13/03318/OUT between Hopkins Development Limited, South Somerset District Council and Somerset County Council to remove the requirement for the provision of any affordable housing as part of the residential development to be carried out on the site.
