Screening Opinion from the Council under Regulation 6 (1) of the Environmental Impact Assessment Regulations 2017 ("the EIA Regulations"), to confirm whether or not there is a requirement for an Environmental Impact Assessment ("EIA") in respect of anOutline planning application with all matters reserved apart from principal points of access for the demolition of the existing agricultural buildings to create a new state-of-the-art Film and TV Studio including sound stages, ancillary offices, virtual reality studio, storage and warehouses, workshops, specialist studio facilities, and outdoor film backlot; together with the creation of a new Nature Park incorporating hard and soft landscaping, green infrastructure, sustainable drainage systems, waste storage and new cycle and pedestrian facilities; supporting infrastructure to include long-stay car parking, cycle parking, boundary treatments, sub-station, new access roundabout and vehicle route.

Variation (under Section 73) of Condition 2 (Materials); Condition 3 (Tree Protection) and Condition 4 (Landscaping) approved under 20/01882/FULL for the enlargement of existing first floor balcony on south elevation, new vehicular access to create an in/out driveway, new hard standing and new boundary treatment including entrance gates.

Variation (under Section 73) of Condition 4 (Construction Management Plan); Condition 5 (Parking and Turning); Condition 6 (Cycle Parking); Condition 7 (Refuse bin and Recycling Provision); Condition 8 (Travel Plan) and Condition 9 (Landscaping) as approved under 19/01761/FULL for a proposed two storey classroom block, new cycle store and alterations to the boundary treatment including new pedestrian and vehicular entrance gates, following demolition of the existing single storey building.
