Outline planning permission (all matters reserved) for a commercial masterplan containing offices and other complementary town centre uses with no housing. The proposals involve the demolition of all buildings and structures and the comprehensive redevelopment of the site to provide three Development Plots (A1, A2 and B) which will contain three Buildings (A1, A2 and B) above ground with basements. The proposed land uses are: offices (Class E), retail/professional services/food and drink (E), learning and non-residential institutions/local community (F1/F2), medical or health (E) and indoor sport, recreation or fitness (E). - Works of hard and soft landscaping are proposed to create a series of new and improved public realm spaces within the site. This will include the replacement of some trees and the planting of additional new trees. - New vehicular access points are proposed to be created from Surrey Quays Road and Canada Street, along with other incidental works.

Application for the approval of reserved matters (layout and appearance only) for Plot H5 within Elephant Park submitted pursuant to the Outline Planning Permission ref. 12/AP/1092. The proposal incorporates changes to the allocation of uses at ground and first floor, the attachment of a shopfront design guide, and minor external and internal amendments to the ground floor and tower crown of the development approved by reserved matters approval ref. 17/AP/2269 (Approval of reserved matters (access, scale, appearance, layout and landscaping) for plot H5 within Elephant Park (previously referred to as the Heygate Masterplan) submitted pursuant to Outline Planning Permission ref 12/AP/1092). The revised proposal results in the buildings between 8 and 25 storeys in height (maximum building height 85.415 m AOD), comprising 384 residential units, 804 sqm (GEA) of flexible retail (A1-A5) uses, 684 sqm (GEA) of flexible retail, office and leisure uses (A1-A5/B1/D2), 121 sqm (GEA) of flexible retail and office uses (A1-A5/B1) car parking, cycle storage, servicing, plant areas, new landscaping and other associated works.

Details of Condition 5 - Tree protection, as required by planning permission 18/AP/1577 (Construction of a three-storey building for Class D1 use (to provide offices and staff accommodation ancillary to the Imperial War Museum) within the rear yard to incorporate rooftop plant and photovoltaics, together with the change of use of the existing All Saints Annexe building from Class D1 (ancillary to the museum) use to a mixed Class B1 (office) / Class D1 (ancillary to museum) use. The development will include hard and soft landscaping improvements, the provision of a cycle and refuse store, the provision of one accessible car parking space at the front of the All Saints Annexe building, the demolition of a portion of the site's boundary wall to Geraldine Mary Harmsworth Park and the incorporation of the replacement wall into the ground floor of the proposed building, the realignment of the access road into the site from the Park, demolition of the portakabins and other associated works.)
