Application under Section 73 of the Town and Country Planning Act 1990 (as amended) of planning permission 21/00781/FULMAJ (dated 02.09.2022) for the variation of condition 63 (approved drawings) to facilitate amendments to the approved scheme including but not limited to: alterations to the Snow Hill elevation and building line; changes to external facing materials; amendment to internal layouts to provide additional purpose built student accommodation; changes to the layout of the cultural and community space; and other ancillary works.

The conversion of the existing commercial accommodation (Class E) at first to fifth floors into 20 x serviced apartments (Class C1), internal alterations associated with the change of use, the creation a new lobby space with waste and bicycle storage space at ground floor level, alterations to the existing ground floor entrance door, alterations at roof level including the provision of replacement plant and machinery and a single storey lounge area with associated terrace space, and other associated works.

Change of use of lower ground floor from part betting shop (Sui Generis) and part office (Use Class E) to retail and office (Use Class E), and change of use of part ground floor from retail to office use (Use Class Eg) and alteration and extension, including: (i) new and replacement windows to the facade at all levels; (ii) removal of existing rooftop plant enclosure and erection of one storey roof extension at seventh floor to provide office (Use Class E) with erection of plant room and fire escape above and creation of private terrace at roof level; (iii) new shopfronts and office entrance at ground floor level with reconfiguration of retail space; (iv) rear partial infill extension from first to sixth floors to provide office accommodation (Use Class E); and ancillary works.

Alterations in association with refurbishment of basement accommodation for commercial use, including the removal of stud partitions and relocation of telecoms hub.

Refurbishment of the existing building for continued office use including the reconstruction of the rear ground extension; new rear terrace; rationalisation of plant equipment; replacement of windows; internal alterations; upgrades to services, fabric repairs and altered decorations; and conversion of the third and fourth floors to ancillary accommodation for The Mercers' Company (as per 15/01308/FULL and 15/01309/LBC).

Refurbishment of the existing building for continued office use including the reconstruction of the rear ground extension; new rear terrace; rationalisation of plant equipment; replacement of windows; internal alterations; upgrades to services, fabric repairs and altered decorations; and conversion of the third and fourth floors to ancillary accommodation for The Mercers' Company (as per 15/01308/FULL and 15/01309/LBC).

Change of use at basement, ground, first, second and third floor levels from hotel (Class C1 use) to a flexible use for either Class C1 or Class C3 purposes to provide seven units of accommodation; Erection of a set-back roof extension for a flexible use for either Class C1 or Class C3 purposes to provide two additional units of accommodation (9 in total); External alterations comprising retention and repair of Newbury Street facade, demolition of the rear facade and its remodelling in brick; the addition of two new (fourth and fifth) floors with amenity spaces enclosed by metal balustrades; and the installation of a sedum roof.

Internal alterations associated with change of use from residential flat (Use Class C3) to overnight accommodation (Use Class C1) (64sq.m).

i) Demolition of 41-43 Mincing Lane, 40-54 Fenchurch Street, former church hall and the Clothworkers' Hall and its redevelopment to provide a new building comprising four levels of basement (including a basement mezzanine level), ground, mezzanine, plus part 9, 31 and 35 storeys plus plant containing offices (B1) and flexible shop/financial and professional services/cafe and restaurant uses (A1/A2/A3) at ground floor level; and flexible shop/cafe and restaurant/drinking establishment uses (A1/A3/A4) at levels 10 and 11, including winter garden (Sui Generis); ii) Reprovision of the Clothworkers' accommodation (Sui Generis) within part ground, part first, part second and part third floors and four levels of basement (including a basement mezzanine level); iii) Creation of ground level public access to level 10 roof garden and basement level 1 to Grade II Listed crypt; iv) Dismantling, relocation and reconstruction of the Lambe's Chapel Crypt to basement level 1 and associated exhibition accommodation (Sui Generis) (listed Grade II); v) Alterations to and conservation of the Grade I Listed Tower of All Hallows Staining; vi) Provision of new hard and soft landscaping and other associated works.
