Alterations to and refurbishment of the existing Grade II* listed Daily Express Building at 120 Fleet Street, including works to detach the building from the River Court with demolition of part of linking floorplate and structure from basement level 01 to level 06, demolition of roof and installation of new roof with associated roof garden, erection of new north facade, retention of south-east curved corner and part demolition of existing east facade from ground level to level 05, erection of new facade and shopfront, demolition of level 06 landing and extension to existing oval staircase to provide access to new roof with new core on north side incorporating new lift between roof top level and basement level 01, installation of new staircase between rooftop level and basement level 02, demolition of mezzanine at basement level 01, removal of internal partitions and associated works.

Alteration and extension, including: substantial demolition of the fifth floor and full demolition of the sixth floor; alterations to the facades at fourth floor level; erection of a new three storey roof extension at fifth to seventh floor levels for office use, with a landscaped amenity terrace and plant room at eighth floor level; and other associated works.

External alterations to the existing building (Class E), including the part demolition of the existing roof and rear facade, and erection of a new 2 storey roof extension and extensions to the rear at floors 1-7; creation of a new accessible roof terrace and a plant enclosure at roof level; refurbishment works to the front facade including stone repair, replacement tiling, and lowering of principal entrances and other associated works; works to the north facade including introduction of new door and window at ground floor level; flexible use of part ground and part lower ground floors for either Office (Class E) or Restaurant and Cafe (Class E)/ Drinking Establishment (Sui Generis); and other associated works.

Planning permission is sought for alterations and extension of the building including: (i) reconfiguration of main entrance including new sesame lift; (ii) alterations to eastern lightwell including extension into existing service riser with new windows and refurbishment of external fire escape stairs/lift; (iii) replacement of rooftop plant rooms, lowering of south eastern corner rooftop wall and erection of roof top lobby with associated landscaped amenity terrace; and (iv) removal of cycle shelter and car parking on riverside terrace and replacement with landscaped amenity area and installation of sesame lift to riverside level (25sq.m).

External and internal alterations of the building including: (i) fabric removal and refurbishment works on all floors; (ii) replacement of all windows; (iii) installation of two additional lift shafts and lifts; (iv) extension of floor slabs into service risers; (v) removal of half landing toilet floors; (vi) reconfiguration of main entrance and foyer including new sesame lift, new doorways in internal wall, platform lifts to ground floor level and installation of new sesame lift at riverside level; (vii) alterations to eastern lightwell including extension into service riser with new windows and refurbishment of external fire escape stairs/lift; (viii) replacement of plant including rooftop plant rooms, lowering of south eastern corner rooftop wall and erection of roof top lobby with associated landscaped amenity terrace; (ix); and internal alterations to level -2 to create new cycle parking, changing facilities and waste storage facilities.

Demolition of three existing buildings (with the exception of front facade of 63 Coleman Street) and erection of a new building on two levels below ground, ground and seven upper storeys and roof plant plus alterations to the retained facade for use as offices within Use Class B1 plus ancillary uses including office storage and plant areas; and two units at ground floor level for retail or restaurant/cafe use within Use Class A1 and/or A3.

Alteration and extension, including: (i) new and replacement windows to the east, south and west elevations at first to sixth floor levels; (ii) removal of existing rooftop plant enclosure and erection of a single storey roof extension at seventh floor level to provide office accommodation and plant room (Class B1) with private terraces at seventh floor and roof level; (iii) Installation of a green wall to the south elevation.

Alteration and extension to the existing building, including: (i) demolition of the existing mansard roof; (ii) erection of a replacement fourth floor and an additional two storey roof extension to provide additional office accommodation (Class B1) (net increase in floorspace: 273sq.m GIA); (iii) erection of a rooftop plant enclosure; (iv) associated works at ground floor level.

Internal alterations to the existing buildings including: (i) reconfiguration and refurbishment; (ii) demolition of internal partitions; (iii) installation of new marble finishes within the foyers; (iv) restoration of original floor finishes; (v) installation of new internal finishes; (vi) installation of secondary glazing; (vii) infill of existing lightwells; and (viii) associated works. External alterations including (i) part demolition of the existing roof; (ii) erection of infill extensions and two storey roof extension; (iii) creation of terraces and plant enclosure at roof level; (iv) creation of new entrances; (v) alterations to the facade; (vi) reinstatement of bottle balustrade; (vii) reinstatement of turret on Finsbury Circus elevation; and (viii) associated works.

External alterations including (i) part demolition of the existing roof; (ii) erection of infill extensions and two storey roof extension to provide additional office (Class B1) floorspace; (iii) creation of terraces and plant enclosure at roof level; (iv) creation of new entrances; (v) alterations to the facade; (vi) reinstatement of bottle balustrade; (vii) reinstatement of turret on Finsbury Circus elevation; and (viii) associated works. Change of use from office (Class B1) to: (i) a flexible use of either retail (Class A1) or assembly and leisure (Class D2) at part lower ground and part ground floor level; (ii) a flexible use of either office (Class B1) or non-residential institutions (Class D1) or assembly and leisure (Class D2) at part lower ground and part ground floor level; (iii) a flexible use of either retail (Class A1) or financial and professional services (Class A2) or restaurants and cafes (Class A3) or non-residential institutions (Class D1) or office (Class B1) at part ground floor level; (iv) a flexible use of either retail (Class A1) or restaurants and cafes (Class A3) or drinking establishments (Class A4) or offices (Class B1) at part lower ground and part ground floor level; and (v) retail (Class A1) at part ground floor level. Change of use from Drinking Establishment (Class A4) to: (i) a plant room; and (ii) a flexible use of either retail (Class A1) or financial and professional services (Class A2) or restaurants and cafes (Class A3) or non-residential institutions (Class D1) or office (Class B1) at part lower ground floor level.
