Extension 1. The application is for a renewal of an identical application that was approved in 2016. 2. The site currently accommodates a small house and two sheds. It is bounded by residential property on two sides, a paddock to the rear and is on the residential fringe of Westleton. The prevailing scale in the neighbourhood is varied with traditional one and two storey dwellings with one much larger property next door. 3. The existing house is to be extended to provide a single storey garage and an additional bedroom and ground floor bathroom to make the accommodation more modern and flexible. 4. The proposed dwelling will have no openings onto neighbouring properties and is screened by hedges and fences with the principal trees and boundary hedging and fencing being retained. 5. Highway access, bin and oil storage will be unchanged. 6. The exception is to increase the height of the existing perimeter willow fence to up to 3 meters (to graduate up after a minimum of 4 meters from the roadway) along the boundary between the cottage and the new building next door to improve privacy for both buildings following the new build increasing the land elevation in their back garden and increased scale of overlooking windows. 7. External materials are limited to brick and tiling compatible with local styles. 8. No biodiversity issues are presented by the proposals. 9. The site has been checked for contamination in 2017 and 2019 with no issues being found. 10. The site is not within a Conservation Area and the building is not listed.

In the rear grounds:1/erect a new wooden 9x1.5m (lxh) fence and a 2x1m (lxh) extension to an existing picket fence close off an area to assist with child safeguarding.2/ to provide more outdoor storage for church equipment. Add two sheds, 3x3x1.75m and 2.75x2x1.75m (wxdxh). DC/15/3361/FUL and DC/16/1077/AME previously granted permission for outdoor storage and an artificial turf area with associated fencing and hedging in the rear grounds. Note the area stated of 270 square meters in the application is the area of the affected portion of the rear grounds. Permission is required because the grounds lie within a conservation area and form part of a curtilage of a grade 2 listed building (listing is subject to ecclesiastical exemption and is the remit of the trustees). The long fence will provide a physical barrier to people from the street casually entering the rear grounds when we have children outside. It will prevent children straying into the front areas of the grounds where they have easy access to Quay Street. The short picket fence extension will complete the enclosure. Children are on our site from our community parent and child toddler groups and our church services/youth events. The long fence will extend from the rear of the church building to the holly hedging (see#1). It will be mostly hidden from Quay Street and it will be obscured from Crown Place Maltings residents by the 3m high holly hedge. The fence would be of a wooden construction, of a horizontal lattice type (see #2) with a gate on the existing path. The additional storage would be adjacent to the church car park. It will replace the existing compost areas with enclosed storage and add an additional shed next to the existing bike rack. These will be of metal construction and to 1.75m high consistent with the existing shed. Whilst the boundary wall is 1.2m high on our grounds side, there are existing shrubs behind the compost area up to 2m high and these will remain.

The removal of a section of southern boundary rear garden hedging and its placement with fencing of a similar height. This section of hedging is diseased and dying. The section is up to 30ft long with a trimmed height of 10/11ft Planning consent C12/2396) dated 27 June 2012, contained obligations concerning our rear southern boundary to do with maintaining its integrity. We assume, to protect our neighbours privacy from being overlooked from the proposed balcony. In particular, it states:- 'Any trees or hedgerows removed, dying, being severely damaged or becoming seriously diseased within five years.....shall be replaced....' As this five year window has expired, our interpretation of the guidance is we could removed the diseased section and replace with new hedging or normal garden fencing, or, as the southern boundary is not our legal responsibility but our neighbours, do nothing. However, we feel this would be unsatisfactory as it would not provide our neighbour with adequate protection from being overlooked. A new hedge would take a substantial number of years to reach a suitable height and may, in any case, fail for the same reasons as the current hedge. We there propose to replace the hedge with fencing of an appropriate height. This fencing to comprise of concrete posts with timber panels. It would be up to 30ft in length and 11ft in height and would provide the neighbour with the same level of privacy as historically enjoyed.

We plan to do more planting to soften the edges with climbing plants (e.g. honeysuckle and clematis) which will flower to attract birds, bees and other wildlife.

Yew Tree House is timber-framed and rough-case rendered with roofs in a mixture of glazed and red clay pantiles. The former farmhouse was built in the late 16th century and has since been divided into two. The proposal is to remove the existing hedge that marks the front boundary between the two houses, planted in 1960s. The privet-style hedge is approximately 4ft 6in high, 2ft wide and 46ft long and has become unwieldy, bulges in places and does not reach the front boundaries of the property. After taking advice from East Suffolk Conservation Office, the replacement natural planed wood picket fence will be 4ft high and 50 ft long. The fence will be treated with Alkaline Copper Quat to protect it against decay, rot and insect attack without the use of harmful chemicals. The hedge will be removed late summer or early autumn to avoid disturbing any nesting birds.
