To construct an 80,000 cubic metre reservoir covering an area of approximately 3.85 hectares, with the reservoir basin water surface area being 2.48 hectares. The reservoir is to be situated south of Ipswich Road, and located within the site so that the embankment toe is set back 25m from the public highway and the site is screened from the public highway by the existing hedgerow. The total site area including reservoir, banks, grassland fallow areas surrounding the reservoir is 5.27ha. The reservoir will be used to store and supply water to the in hand farming business for the irrigation of crops during the summer months. The site is accessed directly from the public highway to the North of the site. The site is well situated, and is well screened by the surrounding hedgerows and in-hedgerow trees.

Extension 1. The application is for a renewal of an identical application that was approved in 2016. 2. The site currently accommodates a small house and two sheds. It is bounded by residential property on two sides, a paddock to the rear and is on the residential fringe of Westleton. The prevailing scale in the neighbourhood is varied with traditional one and two storey dwellings with one much larger property next door. 3. The existing house is to be extended to provide a single storey garage and an additional bedroom and ground floor bathroom to make the accommodation more modern and flexible. 4. The proposed dwelling will have no openings onto neighbouring properties and is screened by hedges and fences with the principal trees and boundary hedging and fencing being retained. 5. Highway access, bin and oil storage will be unchanged. 6. The exception is to increase the height of the existing perimeter willow fence to up to 3 meters (to graduate up after a minimum of 4 meters from the roadway) along the boundary between the cottage and the new building next door to improve privacy for both buildings following the new build increasing the land elevation in their back garden and increased scale of overlooking windows. 7. External materials are limited to brick and tiling compatible with local styles. 8. No biodiversity issues are presented by the proposals. 9. The site has been checked for contamination in 2017 and 2019 with no issues being found. 10. The site is not within a Conservation Area and the building is not listed.

The shed is rectangular in plan, 8.0 m by 3.0 m, with a pitched roof, overall height 2.97 m. In the interests of sustainability and economy, it will reuse the roof tiles and A-frames from an old garage elsewhere on the site, due for demolition. The roof is supported on timber columns. The timber columns and timber edging to the roof are painted black. The proposal includes continuing an 800 mm high earth bank along the boundary with the road, topped with a hedge.

Various external works:- 1. The existing bin store on the side of the existing building is to be relocated to the north edge of the site next to the existing GRP substation and enclosed in 1.8m high timber featheredge boarding with access gates to facilitate the ingress and egress of the bins 2. The existing gravel margin to the squash area is to be removed and replaced with a tarmacadam surface. 3. A new additional bike rack facility will be installed to the front building entrance area 4. One of the existing bike racks will receive a new canopy such as the example shown on drawing 002A 5. The south edge of the site will be relandscaped subject to planning approval and condition. The temp site entrance will be removed to this area with the kerb line reinstated The existing vegetation and trees will be removed to the south edge as highlighted. It is considered that the existing vegetation and trees offer no enhancement features and would be better served by a new landscaping scheme The area will be turfed and landscaped subject to a separate design by others and subject to LA approval and condition A timber knee rail will be installed as shown to enable protection of the site boundary

In the rear grounds:1/erect a new wooden 9x1.5m (lxh) fence and a 2x1m (lxh) extension to an existing picket fence close off an area to assist with child safeguarding.2/ to provide more outdoor storage for church equipment. Add two sheds, 3x3x1.75m and 2.75x2x1.75m (wxdxh). DC/15/3361/FUL and DC/16/1077/AME previously granted permission for outdoor storage and an artificial turf area with associated fencing and hedging in the rear grounds. Note the area stated of 270 square meters in the application is the area of the affected portion of the rear grounds. Permission is required because the grounds lie within a conservation area and form part of a curtilage of a grade 2 listed building (listing is subject to ecclesiastical exemption and is the remit of the trustees). The long fence will provide a physical barrier to people from the street casually entering the rear grounds when we have children outside. It will prevent children straying into the front areas of the grounds where they have easy access to Quay Street. The short picket fence extension will complete the enclosure. Children are on our site from our community parent and child toddler groups and our church services/youth events. The long fence will extend from the rear of the church building to the holly hedging (see#1). It will be mostly hidden from Quay Street and it will be obscured from Crown Place Maltings residents by the 3m high holly hedge. The fence would be of a wooden construction, of a horizontal lattice type (see #2) with a gate on the existing path. The additional storage would be adjacent to the church car park. It will replace the existing compost areas with enclosed storage and add an additional shed next to the existing bike rack. These will be of metal construction and to 1.75m high consistent with the existing shed. Whilst the boundary wall is 1.2m high on our grounds side, there are existing shrubs behind the compost area up to 2m high and these will remain.
