Application under Section 73 of the Town and Country Planning Act 1990 to carry out development without compliance with condition 2 (Approved plans) of Planning Permission 17/12997/FUL(Demolition of existing site buildings comprising vehicle repair workshop and offices and redevelopment to provide a 3-storey mixed-use building comprising ground floor B1 office space and 9 residential units (2 x 1 beds, 4 x 2 bed and 3 x 3 bed), along with communal amenity space, landscaping and undercroft parking and cycle parking (retaining frontage building at 14 Park Road) to allow for the following changes : Installation of rooflight in second floor room (previously shown as utility room/store) to include a study/home office.

Proposed completion of the development comprising "the demolition and redevelopment of Eden Walk Shopping Centre, including Millennium House and Neville House to provide a mixed use development consisting of retail units and kiosks (Use Classes A1 -A5), leisure including a cinema (Use Class D2), media screens, offices (Use Class B1a) and residential (Use Class C3); plant (including CHP); public and residential car parking; formation of new access for residential basement car parking, refurbishment of the existing multi-storey car park including new access ramp, extension of basement; public realm works including pedestrian routes and public spaces, improvements to Memorial Gardens, and associated works", as authorised by Planning Permission ref.15/13063/FUL.
