Submission of tree protection plan and arboricultural method statement details pursuant to condition 12 of permission 20/02799/F. The Application seeks planning permission for : External alterations including partial demolition to Banstead Place for extra care assisted living accommodation (Class C2). Demolition of modern additions within site boundary and construction of part one and part two storey buildings for extra care assisted living accommodation (Class C2), and new car parking layout, and landscaping alterations within site boundary. The application also seeks listed building consent for : Internal and external alterations to enable conversion and refurbishment of Banstead Place for extra care assisted living accommodation, demolition of modern extensions to Banstead Place and replacement with extra care residential accommodation and new landscaping, internal and external alterations to enable conversion and refurbishment of the Lodge for extra care residential accommodation and ancillary buildings for associated uses, demolition of modern buildings and ancillary structures within the former walled garden and replacement with extra care residential accommodation and new landscaping, and restoration of existing Ha-Ha, reinstatement of woodland path and associated landscape improvements.

The tree is a Copper Beech situated in the small communal garden at the front of the block of flat known as 18 Tower Road. The LPA already has clear details of location of the tree - TPO RE458. The tree is approximately 9m high and its branches are growing above the height of the block of flats which results in twigs and leaves falling onto the roof of the building which in turn causes problems with the roof and blocked gutters. The branches also provide rodents and squirrels with potential access to the roof and the building. The branches growing towards the building are now touching the building, blocking out light, and blocking gutters with leaves and twigs. The branches growing towards the public highway are now growing beyond the property boundary and over the public footpath. The tree is realistically only visible to a maximum of 5 - 7 households and as Tower Road is a quiet suburban road it viewed by very little highway traffic. Proposed works:- 1. Reduce the height of the tree by 2 m so that it is no higher than the beginning of the roof of the building; 2. Cut back the branches growing towards the building by 60 cms; and 3. Cut back the branches growing over the public highway so that they do not extend beyond the hedge bordering the property.

Submission of boundary fencing details pursuant to Condition 6 of permission 20/00582/RET. Retrospective planning permission is sought for the over-boarding of existing paved area to the rear of the pub in timber decking, with an increase in height of the area by approximately 250mm. Increase the area of the patio/decking from approximately 80m2 to 91m2 together with provision of handrails, posts and balustrading to the deck and steps down onto existing concrete steps and side lawn.
