No part of the development shall be occupied (unless otherwise agreed in writing by the local planning authority) until the site entrance, access road and footpaths have been constructed in accordance with the approved drawings and are available for use. Any visibility splays formed shall thereafter be kept clear of any structure, object, plant or tree exceeding the height specified on the approved drawings.
