Certificate of lawful development (proposed) for the conversion of the existing garage for habitable use (utility room and workshop), alterations to existing front door and storm porch, and the construction of a covered walkway (to the side of the proposed utility room).

Certificate of Lawful Proposed Development in relation to the commencement of the development under planning permission 15/1128 (for the erection of a part two storey part single storey dwelling and ancillary garage building including 2 No. staff flats with access and parking court following the demolition of all existing buildings), including the construction of new access and part foundation of new dwelling house, closure of previous site access and removal of 10 no. buildings.

The proposal is to extend the rear of the property with a single storey extension extruding 2m from the existing building line, across the width of the property. The single storey extension is proposed to be 2m in depth and spanning the width of the northern elevation, excluding the garage area. To allow this development to proceed, there will not be a requirement to remove any trees. The project is to be built under the Certificate of Lawfulness (Permitted development) and the supporting report is to demonstrate how this can be achieved whilst maintaining the tree root system and minimizing the impact during construction.

Application for a variation of condition No's: 3 (approved plans and documents), 4 (external materials), 10 (Construction Management Plan), 12 (Ecological Mitigation and Enhancement), 13 (Arboricultural pre-commencement meeting), 14 (landscaping and Landscape Management Scheme), 17 (Archaeological Investigation), 18 (Lighting) and 21 (Surface Water Drainage) of hybrid planning permission 15/0067 (Hybrid planning application (full application for two new wings to existing building, extension to existing garage next to the clock tower and enlarged plant enclosure to existing energy centre;  plus two new buildings 1 and 2 for research and development located at the southeast corner of the site together with circular test road, gatehouse, cycle/waste storage building with new vehicular access from Highams Lane; and, monorail stations and monorail track between the existing building and proposed building 1;  Outline application with all matters reserved for extension to restaurant; enlarged test road and monorail track in the western field; and, new building 3 for research and development adjacent to the M3 motorway, monorail station adjoining building 3, and test building ), to allow for the insertion of the words 'and phasing plan A GA (10) 004 Rev 01 dated 5/7/18' to condition 3 and 'under each phase hereby permitted' to conditions 4,10,12,13,14,17, 18 and 21, in addition to details to comply with the requirements of the aforementioned conditions in so far as they relate to phase 1 (garage extension) of the hybrid permission.
