Extension 1. The application is for a renewal of an identical application that was approved in 2016. 2. The site currently accommodates a small house and two sheds. It is bounded by residential property on two sides, a paddock to the rear and is on the residential fringe of Westleton. The prevailing scale in the neighbourhood is varied with traditional one and two storey dwellings with one much larger property next door. 3. The existing house is to be extended to provide a single storey garage and an additional bedroom and ground floor bathroom to make the accommodation more modern and flexible. 4. The proposed dwelling will have no openings onto neighbouring properties and is screened by hedges and fences with the principal trees and boundary hedging and fencing being retained. 5. Highway access, bin and oil storage will be unchanged. 6. The exception is to increase the height of the existing perimeter willow fence to up to 3 meters (to graduate up after a minimum of 4 meters from the roadway) along the boundary between the cottage and the new building next door to improve privacy for both buildings following the new build increasing the land elevation in their back garden and increased scale of overlooking windows. 7. External materials are limited to brick and tiling compatible with local styles. 8. No biodiversity issues are presented by the proposals. 9. The site has been checked for contamination in 2017 and 2019 with no issues being found. 10. The site is not within a Conservation Area and the building is not listed.

The requested work involves the removal of Pine tree, T7 that is currently protected under TPO No: 0004 (2021). The tree is in very poor health (very little live wood in evidence), assessed to be in a state of declining health and unlikely to recover. The tree is a large specimen, 16m in height and located on the southern boundary of 237 Hills Road, Cambridge, directly adjacent to the Public Highway of Hills Avenue. The tree is also located close to the nearby residential property of Tirnalia House, please refer to Grid Ref: Easting / Northing (546432.28 / 256082.12). The probable cause of decline is Phytophthora disease, which is known to be a soil borne disease and therefore likely to have entered the tree via its roots causing damage to the root system. In a state of ill heath (rapid decline) and with a weakened root system, the tree is predisposed to tree failure / wind throw, especially in high gales. Being positioned close to the Public Highway and residential property, if the tree were to fail, the potential for significant damage to property or injury to persons are assessed as significant.
